European Commissioner for Home Affairs Cecilia Malmström (2009-2014) sent a letter in October 2014 to Spain’s interior minister, Jorge Fernández Díaz, expressing concern about the alleged beating of an African immigrant by a Spanish law enforcement officer in Melilla on 15 October 2014. The letter was said to question whether the Civil Guard’s immigration containment along Spain’s African borders was legal.
