A Capital Markets Union for people and businesses – New Action Plan

Summary:

Communication published by the European Commission on 24 September 2020, setting out a fresh action plan to progress in the completion of the Capital Markets Union (CMU).

This Action Plan has three key objectives:

• Ensuring that the EU's economic recovery is green, digital, inclusive and resilient by making financing more accessible for European companies, in particular SMEs;
• Making the EU an even safer place for individuals to save and invest long-term;
• Integrating national capital markets into a genuine EU-wide single market for capital.

The strategy builds on work developed by the first CMU Action Plan in 2015 and the 2017 Mid-Term Review. It responds to calls from the European Parliament and the Council of the European Union. The proposed measures were informed by discussions with stakeholders and the recommendations of the High-Level Forum on Capital Markets Union.

The Communication was published by the European Commission on 24 September 2020. The Council of the European Union adopted a set of conclusions on this Action Plan on 4 December 2020.
