Agreement between the European Union and the Faroe Islands on the participation of the Faroe Islands in Union programmes

Summary:

Agreement between the European Union, of the one part, and the Government of the Faroe Islands, of the other part, on the participation of the Faroe Islands in EU programmes.

Further information: 

Article 16(1)(d) of Regulation (EU) 2021/695 provides for the possibility of association of third countries and territories joining the Horizon Europe programme. It takes place on the basis of an agreement covering the participation of the third country or territory to any EU programme.

In May 2020, the Faroe Islands expressed in a Letter of Intent their formal interest to associate to Horizon Europe. In July 2021, the Council of the European Union authorised the European Commission to open negotiations with the Faroe Islands on an Agreement concerning the general principles for the participation in EU programmes and the association of the Faroe Islands to Horizon Europe. The Research Working Party and the EFTA Working Party were appointed by the Council to act in the capacity of the special committees to assist the Commission during the talks. These were launched in September 2021 and were successfully completed on 8 October 2021.

This Agreement establishes the rules applicable to the participation of the Faroe Islands in any programme or activity of the European Union (EU). It is composed of two parts, notably an umbrella agreement on the general principles for the participation of the Faroe Islands in EU programmes and a protocol on the association of the Faroe Islands to Horizon Europe.

The umbrella agreement is meant to create a lasting legal framework for cooperation between the EU and the Faroe Islands in relation to EU programmes, and to last for several Multiannual Financial Frameworks (MFFs). Protocols for individual programmes may be added to it as necessary.
