The Alert Mechanism Report (AMR) is the starting point of the annual cycle of the macroeconomic imbalance procedure, which aims to identify and address imbalances that hinder the smooth functioning of the economies of Member States or the economy of the European Union (EU) and may jeopardise the proper functioning of the economic and monetary union (EMU).

The AMR uses a scoreboard of selected indicators, plus a wider set of auxiliary indicators and additional relevant information, to screen Member States for potential economic imbalances in need of policy action. The AMR identifies Member States for which analysis in an in-depth review is needed to assess how macroeconomic risks in the Member States are accumulating or winding down, and to conclude whether imbalances or excessive imbalances exist.

The Report was published by the Commission on 17 December 2019 as part of 2020 European Semester Autumn Package. The Council of the European Union adopted conclusions on this Report on 18 February 2020.
