The Bank of Spain was the target of fierce criticism in 2012, when Madrid was forced to seek an EU bailout to rescue Bankia and a number of other Spanish lenders. In January 2013 it found itself at the centre of a fresh debate, this time triggered by the leak of an internal report detailing the grievances of the central bank’s own inspectors before and during the crisis.
