Assessment and future of Community humanitarian activities

Summary:

Communication published by the European Commission on 26 October 1999, comprising an assessment of the operations funded under Council Regulation (EC) No 1257/96 on humanitarian aid.

Further information:

Council Regulation (EC) No. 1257/96 sets out the main goals, principles and procedures for implementing EU humanitarian aid operations. It determines that three years after entering into force, an overall assement of the operations funded under it, together with suggestions for the future of the Regulation and, as necessary, proposals for amendments to it.

Independent consultants drew up a report at the request of the European Commission. In the meantime, the Council of the European Union requested an evaluation of all Community development assistance for the period preceding the Regulation.

This Communication lays out the main lessons taken from both assessments, and states how the European Commission intends to give effect to them, in an integrated way within the months and years to come.
