Communication published by the European Commission in June 2011, setting out its Anti-Fraud Strategy (CAFS).

Article 325 of the Treaty on the functioning of the European Union (TFEU) requires the European Commission and the Member States to counter fraud and any illegal activities affecting the financial interests of the European Union (EU). Preventing and detecting fraud is therefore a general obligation for all Commission Services in the framework of their daily activities involving the use of resources.

This Anti-Fraud Strategy - adopted by the Commission on 24 June 2011 - deals mainly with aspects of good administration and adds to other communications and legislative initiatives aimed at the protection of EU financial interests. The 2011 CAFS set out three priorities:

  • Introducing anti-fraud provisions in Commission proposals on spending programmes under the MFF for 2014 – 2020;
  • Implementing anti-fraud strategies at service level;
  • Revising the public procurement directives.
