Communication on a ‘European Strategy for Data’

As digital technologies transform the economy and society, data is at the centre of such transformation. In a society where individuals are to generate ever-increasing amounts of data, the way in which the data are collected and used must place the interests of the individual first, in accordance with European values, fundamental rights and rules. At the same time, the increasing volume of non-personal industrial data and public data in Europe, combined with technological change in how the data is stored and processed, is to constitute a potential source of growth and innovation.

This Communication outlines a strategy for policy measures and investments to enable the data economy for the following five years. This vision includes a common European data space, i.e. a single market for data. It oversees the establishment of the right regulatory framework regarding data governance, access and reuse between businesses, between businesses and government, and within administrations. It includes support to the development of the technological systems and the next generation of infrastructures, as well as the launch of sectoral specific actions.

The White Paper was published on 19 February 2020, as part of a package setting out Europe's Digital Future. A consultation was also launched alongside the publishing of this Communication.
