Communication on ‘a new, modern Multiannual Financial Framework for a European Union that delivers efficiently on its priorities post-2020’

This contribution seeks to quantify the financial impact of various possible policy choice. Those are not the Commission's own proposals, but illustrations based on ideas frequently put forward in the public debate. Their purpose is to focus minds, to stimulate discussion and to provide a sound factual basis for making the important choices going forward.

This Communication becomes the Commission's contribution for the debate on the post-2020 MFF held at an informal meeting of the EU heads of state or government on 23 February 2018.

Background information:

Every seven years, the European Union decides about its future finances by setting up its Multiannual Financial Framework. It lays down the maximum annual amounts ('ceilings') which the European Union may spend in different political fields ('headings') over a period of at least 5 years.

The debate on the MFF becomes the time for Leaders to commit financially to the kind of Union they envisage, related to the debate on the future of Europe.

The European Commission published on 14 February 2018 a Communication setting out different options (and their financial consequences) for the post-2020 long-term EU Budget, the Multiannual Financial Framework (MFF).
