Summary: The European Commission published on 18 October 2017 a proposal for the conclusion, on behalf of the Union, of the Council of Europe Convention on the Prevention of Terrorism (CETS No. 196). It was accompanied by a proposal for the conclusion of the Additional Protocol supplementing the Convention (CETS No. 217). The Council of the European Union adopted Decisions approving both proposals on 4 June 2018. Further information: The Council of Europe Convention on the Prevention of Terrorism (Convention No.196) was opened for signature on 16 May 2005. The Additional Protocol was adopted by the Committee of Ministers on 19 May 2015. The European Union signed the Convention and the Additional Protocol on 22 October 2015. The purpose of Convention No.196 is to enhance the efforts of the parties in preventing terrorism and its negative effects on the full enjoyment of human rights, in particular the right to life, both by measures taken at national level and through international co-operation. The Convention thus criminalises the following acts when committed intentionally: public provocation to commit a terrorist offence, recruitment for terrorism, training for terrorism, as well as aiding and abetting, inciting and attempting the aforementioned offences. |
