Regulation 17/62/EEC - adopted by the EEC Council in February 1962 -which first establishes a standardised framework for competition law.

The Regulation states that agreements, decisions and concerted practices of the kind described in Article 85 (1) of the Treaty of Rome (establishing the European Economic Community - EEC) and the abuse of a dominant position in the market, within the meaning of Article 86 of the Treaty, are prohibitied.

The wording of this Regulation was developed when the supremacy of the EC law was not yet fully established. The Commission was thus made to assume the role of central enforcement authority.
