Decision (EU) 2018/2028 establishing that no effective action has been taken by Hungary in response to the Council Recommendation of 22 June 2018

Summary:

On 21 November 2018 the European Commission presented a recommendation for a Decision establishing that no effective action had been taken by Hungary in response to the Council's Recommendation of 22 June 2018 under the Stability and Growth Pact. The Council of the European Union adopted the Decision on 4 December.

In June 2018, the Council decided that a significant observed deviation from the adjustment path toward the medium-term budgetary objective existed in Hungary. In view of this, the Council issued a recommendation for Hungary to take the necessary measures to ensure a lasting improvement in the general government structural balance in a growth-friendly manner.

The Council established a deadline of 15 October 2018 for Hungary to report on the action taken in response to that recommendation. In September, the Commission undertook an enhanced surveillance mission in Hungary for the purpose of on-site monitoring. The Commission’s findings led to the conclusion that Hungary's response to the Recommendation of 22 June 2018 had been insufficient.

The Recommendation was presented as part of the Commission's 2019 European Semester Autumn Package.
