Ministers from EU27 Member States voted on the applications in the margins of a meeting of the General Affairs Council (Art.50). It was decided that the European Medicines Agency (EMA) would be relocated to Amsterdam (the Netherlands), while the European Banking Authoriy (EBA) would be moved to Paris (France).

The voting was conducted in accordance with the procedure by the European Council summit in June 2017.

Background information:

The relocation of both agencies is a direct consequence of the United Kingdom's decision to leave the European Union, as notified to the European Council on 29 March 2017. It does not form part of the Brexit negotiations and it is subject to discussion between the remaining member states of the European Union.

The criteria were set out by European Commission President Jean-Claude Juncker and European Council President Donald Tusk and endorsed by the European Council (in its Article 50 format) on 22 June 2017.

A political discussion on this matter was held by the General Affairs Council on 17 October.

The European Banking Authority (EBA) works to ensure effective and consistent prudential regulation and supervision across the European banking sector. The European Medicines Agency (EMA) is responsible for the scientific evaluation, supervision and safety monitoring of medicines in the EU.

The Council of the European Union voted on 20 November 2017 on the relocation of the UK-based European Medicines Agency (EMA) and the European Banking Authority (EBA).
