Directive (EU) 2018/2002 amending Directive 2012/27/EU on energy efficiency

Summary:

On 30 November 2016 the European Commission presented a proposal to update the Energy Efficiency Directive so that it meets EU climate and energy targets for 2030.

The Council of the European Union adopted a general approach on this proposal on 26 June 2017, not without objections by some Member States. The report prepared by the European Parliament's relevant committee was narrowly approved on 28 November. Following a number of further amendments, the position and mandate for interinstitutional negotiations were approved on 17 January 2018. The talks were launched in February and an informal agreement was reached on 19 June. The Directive was adopted on 11 December.

The proposed Directive was part of the Clean Energy Package presented simultaneously with the aim of delivering on the EU 2030 energy and climate goals.

The original proposal set a 30% binding energy efficiency target for 2030 at EU level. Such a target represents a drop in final energy consumption of 17% compared to 2005. It strengthens the social aspects of energy efficiency by requiring that energy poverty must be taken into account in designing energy efficiency obligation schemes and alternative measures.
