Summary:

The European Commission adopted on 30 November 2016 a proposal putting forward a revision of Directive 2010/31/EU on the energy performance of buildings (EPBD).

The Council of the European Union debated this issue in February and June 2017, agreeing on a general approach after the latter occasion. The European Parliament's Industry, Research and Energy Committee approved the final report on the proposal in October 2017, along with a mandate to start inter-institutional negotiations.

Three rounds of trilogue meetings were held in November and December 2017. Provisional agreement on a text was reached between the Council and the Parliament upon conclusion of the third trilogue on 19 December 2017.

The Council's COREPER endorsed the informal agreement on 31 January 2018. The European Parliament adopted the deal on 17 April.

The new Directive was adopted by the Parliament and the Council on 30 May 2018.

The proposal was adopted as part of the Clean Energy Package presented simultaneously with the aim of delivering on the EU 2030 energy and climate goals.

The EPBD is oriented towards achieving EU targets in energy efficiency. Its main objective is to accelerate the cost-effective renovation of existing buildings, which represents a 'win-win' option for the EU economy as a whole. The proposal aims to:

+ Integrate long term building renovation strategies, supporting the mobilisation of financing and creating a clear vision for a decarbonised building stock by 2050;
+ Encourage the use of ICT and smart technologies to ensure buildings operate efficiently;
+ Streamline provisions where they have not delivered the expected results.

The proposal takes into account the results of a review process based on a broad public consultation, studies, and meetings with stakeholders and is supported by an evaluation and an impact assessment.
