Drawing a clearer line between the ins and the outs

Schengen expansion makes it more difficult for non-EU citizens to visit the member states, writes Toby Vogel.

December’s expansion of the Schengen area to nine additional EU member states has redrawn the boundary between the ins and the outs on the European continent. All of a sudden, this vast zone of borderless travel extends right to the frontiers of all three EU candidates - Croatia, Macedonia and Turkey - as well as of Ukraine and Serbia.

Schengen has always been as much about those on the outside as those in it. But what does its enlargement mean for the people left out?
