EU FOREIGN policy chief and former NATO boss Javier Solana has questioned the effectiveness of US plans to create a national missile defence shield

"It is doubtful whether such a defence shield could really protect against attacks by so-called 'rogue states' or terrorists," he said in an interview with a German newspaper. Solana also hinted that the Pentagon's plans could undermine global attempts to limit the growth in missile numbers.
