EU ready to present refugee plan to Turkey

A number of EU Member States had attacked various aspects of the EU-Turkey agreement on migration agreed on the 7 March 2016 and which the EU leaders hoped to formalise at European Council, Brussels, 17 - 18 March 2016.

In addition, the European Parliament President Martin Schulz addressed European heads of state and government at the start of the EU summit on 17-18 March 2016. He said that talks with Turkey on dealing with the refugee crisis should not be linked to the country’s efforts to join the EU. 'Turkey won’t get any discounts on media freedom and minority protection, the separation of powers or the rule of law', he said, calling them 'non-negotiable issues'.

In the events news sources reported on the 18 March 2016 that in advance of the meeting between EU and Turkish Prime Minister Ahmet Davutoğlu to be held on that day that the leaders of the EU Member States had agreed on a 'common position' of a deal to be presented to Turkey, although no text was published.

The agreement addressed some countries’ concerns about the legality of the proposed deal and the need for assurances that refugees being returned to Turkey from Greece would be treated according to UN conventions.

The deal would also include a promise to lift visa requirements for Turkish citizens traveling to the EU — but only after the country met the full list of 72 'benchmarks' required of all countries getting the same treatment.
