Chatham House, the leading international relations think tank held its 2018 Conference in London, 21-22 June 2018. One of its break-out sessions was called Europe: What Crisis?. Hans Kundnani, Senior Research Fellow, Europe Programme, Chatham House chaired the session and the other contributors were:

+ Sławomir Dębski, Director, Polish Institute of International Affairs
+ Aart De Geus, Chairman and CEO, Bertelsmann Stiftung
+ Heather Grabbe, Director, Open Society European Policy Institute
+ Daniela Schwarzer, Director, German Council on Foreign Relations (DGAP)

Almost a decade after the euro crisis began, the wind seems to be back in Europe’s sails, as European Commission President Jean-Claude Juncker put it – yet many of the issues with which Europe had struggled since then remained unresolved, and the ultimate effects of Brexit on the EU were still being shaped by ongoing divorce proceedings with the UK.

So was the crisis that began in 2010 over? Or had it actually deepened? What, exactly, was the problem with the EU? Was it simply an economic challenge that could be fixed by making European economies more ‘competitive’, or was there a deeper problem with European integration?

In particular, was the EU fundamentally antithetical to democracy, as some Eurosceptics claimed, or could institutional reform reconnect the EU with citizens?
