European Commission proposes Political Dialogue and Cooperation Agreement with Cuba

The European Commission adopted on 22 September 2016 the proposal on the signing of a Political Dialogue and Cooperation Agreement (PDCA) with Cuba. This document was seen as opening new ways to support economic and social modernisation of the country.

On the same day, the EU's High Representative for Foreign Policy also transmitted a proposal to the Council of the European Union to formally repeal the European Union's 1996 Common Position on Cuba.

Negotiations towards the PDCA started in February 2014 and were concluded in March 2016, following seven rounds of talks. The agreement includes topics relating to political dialogue, cooperation and sector policy dialogue as well as trade and trade cooperation.
