Europol, the European Union's policy agency, linked up with a specialist company based in the United Kingdom (UK), National Plant and Equipment Register (TER), to tackle the criminal gangs that were thought to be costing Europe up to €15 billion a year by trading in stolen tractors and excavators.

The move followed a forum on organised crime held in Brussels, where EU officials, police officers, non-governmental organisations (NGOs) and business representatives pledged to put equipment theft on their priority list.
