Amended proposal presented on 19 July 2019 by the European Commission establishing the position to be taken on behalf of the Union regarding the adoption of a decision of the EU-Armenia Partnership Council.

The Comprehensive and Enhanced Partnership Agreement (CEPA) between the European Union and the Republic of Armenia aims to enhance political and economic partnership and cooperation, based on common values and close links, including by increasing the participation of Armenia in policies, programmes and agencies of the EU. It creates a strong enabling framework for enhanced political dialogue on all areas of mutual interest, promoting the development of close political relations between the EU and Armenia.

The Partnership Council supervises and regularly reviews the implementation of the Agreement. The Partnership Committee assists the Partnership Council in the performance of its duties and functions, and prepares the meetings of the Partnership Council. The Partnership Council is to adopt a decision on its own rules of procedure and those of the Partnership Committee, as well as on the establishment of sub-committees and other bodies.

The initial proposal was presented on 5 December 2018 by the European Commission and the High Representative of the EU for Foreign Affairs and Security Policy.
