Results of the Council: + Relocation of 40 000 refugees from Greece and Italy agreed by Council - The Council adopted a decision establishing provisional measures in the area of international protection for the benefit of Italy and Greece. This decision would establish a temporary and exceptional relocation mechanism over two years from the frontline member states Italy and Greece to other member states. It will apply to 40 000 persons in clear need of international protection who have arrived or are arriving on the territory of those member states as from 15 August 2015 until 16 September 2017. + Home affairs ministers were debriefed by a number of EU and United Nations agencies on the latest information on migratory flows and the situation on the ground. Ministers were also informed about the progress made in implementing the most recent EU measures and heard a presentation by the Commission on its new proposals on migration. The presidency drew up a set of conclusions establishing a further course of action for dealing with the current migration crisis. Migration will be further discussed at the Justice and Home Affairs Council on 8 October 2015 and at the European Council on 15 and 16 October 2015. A special summit on migration with African and other key countries will take place on 11-12 November 2015 in Valletta.The Luxembourg EU Presidency convened a special Justice and Home Affairs Council (JHA) on 14 September 2015 to discuss strengthening the European response to migratory pressures that had been exacerbated through the summer of 2015. The Minister for Immigration and Asylum for Luxembourg, Jean Asselborn, said 'There is no national solution, it can only be a European solution'. In the days leading up to the Council meeting both European Commission President Juncker and European Council President Tusk urged the EU Member States to reach a fair and equitable agreement to quotas - Mr Tusk saying he would organise a special European Council summit later in September 2015 if no agreement could be made on the 14 September 2015. Adding pressure on other EU Member States Germany reintroduced temporary border controls with Austria on the 13 September 2015. At the meeting EU Member States adopted an earlier Commission proposal to relocate 40,000 refugees from Greece and Italy, but failed to unanimously agree on the more recent and large-scale proposal to relocate a further 120,000 refugees (formal results of the Council listed below). |
