Lithuania unveiled on 16 January 2017 its plans to build a fence on the border with Russia's highly militarised Kaliningrad exclave, aiming to boost security and prevent smuggling. Construction of the fence would be made possible through funding from the European Union and was scheduled to be complete by the end of the year.

Baltic states had already voiced their concern at the Russian military build-up in that territory.
