Regulation (EU) 2019/1896 established the European Border and Coast Guard (EBCG). The 2021 Schengen Strategy identified the implementation of the EBCG mandate as one of the prerequisites for a fully functioning and resilient Schengen area. It also announced that a European integrated border management would be guided by a Multiannual Strategic Policy Cycle (EIBM policy cycle), to prepared in accordance with Article 8 of Regulation (EU) 2019/1896.

The Multiannual Strategic Policy cycle aims to guide how the EBCG should effectively operate as a structure over the the course of five years and implement the European integrated border management. At operational level, this cycle should give a common framework, steering the daily work of more than 120 000 EBCG officers.

This policy document aims to launch a consultation with the co-legislators on the development of the multiannual strategic policy. It was adopted by the European Commission on 24 May 2022, and later included in the so-called Schengen package which also comprised other relevant reports. The document was discussed during the third Schengen Forum, which was held on 2 June 2022.
