The Council Recommendation establishing the Youth Guarantee was adopted in 2013 in response to an economic crisis and rising youth unemployment. While progress was achieved since then in reducing that rate, the COVID-19 (coronavirus) pandemic was expected to jeopardise it. It became therefore important to propose the reinforcement of the Youth Guarantee to help alleviating the impact of the crisis and preventing another youth unemployment crisis.

The proposed Recommendation builds on the experience and learnt since the implementation of the 2013 Youth Guarantee, and integrate changing realities of the labour market as well as the digital and green transitions. It steps up the outreach to vulnerable young people across the European Union (EU), covering people aged 15-29. It keeps the pledge that once signed up to the Youth Guarantee, an offer of employment, education, apprenticeship or training is provided within four months. It aims to become more inclusive and avoid any forms of discrimination.

This proposal responds to a political commitment of the European Commission and was first announced in the Communication on 'A Strong Social Europe for Just Transitions'. It was tabled on 1 July 2020 as part of a package framed by the Communication on 'Youth Employment Support: A Bridge to Jobs for the Next Generation'. The Council of the European Union adopted the proposed Recommendation on 30 October 2020.
