Summary: Proposal for a Council Recommendation, published by the European Commission on 1 July 2020, concerning the modernisation of the systems dedicated to vocational education and training (VET). Further information: The common vocational training policy was taken forward by the launched of the Copenhagen process in 2002. It brought together Member States, social partners, the European Commission and it was supported by associations of VET providers. The COVID-19 (coronavirus) pandemic disrupted standard education and training activities, including VET. Despite the quick response in moving towards digital learning solutions, the containment measures and ensuing crisis put the resilience of the system to the test. The situation in VET was further aggravated by the fact that practical training was suspended in most sectors. The post-pandemic recovery was seen as offering an opportunity to accelerate reforms in VET and strengthen its resilience, notably by digitising learning offers and methods and agile adaptation to changing labour market needs. This proposal responds to a political commitment of the European Commission and was first announced in the Communication on 'A Strong Social Europe for Just Transitions'. It was tabled on 1 July 2020 as part of a package framed by the Communication on 'Youth Employment Support: A Bridge to Jobs for the Next Generation'. |
