Further information:

Regulation (EU) No 1380/2013 - the Basic Regulation for the Common Fisheries Policy (CFP) - establishes that the exploitation of living marine biological resources must restore and maintain populations of harvested species above levels which can produce the maximum sustainable yield (MSY). One of tools in this respect is the annual fixing of fishing opportunities in the form of total allowable catches (TACs) and quotas. Regulation (EU) 2016/1139 laid down the multiannual plan for the Baltic Sea, which further specifies target fishing-mortality ranges.

The Council Regulation fixes Member States’ fishing opportunities for 2023 for the commercially most important fish stocks and groups of fish stocks in the Baltic Sea. It also regulates marine recreational fisheries to the extent required to conserve the fish stocks covered by this regulation. It was tabled by the European Commission on 23 August 2022. A political agreement between Member States on Baltic Sea catch limits for 2023 was reached on 17 October. The Act was formally adopted on 27 October 2022 and published in the Official Journal on 31 October 2022.
