Summary:

Proposal for a Decision regarding the mobilisation of the Contingency Margin, which is included in Council Regulation (EU, EURATOM) No 1311/2013 (the MFF Regulation). This was published by the European Commission in April 2020, in the context of the response to the sanitary crisis caused by the COVID-19.

The Contingency Margin is formed by up to 0,03% of the EU28 Gross National Income (GNI) and was established in the framework of the Multiannual Financial Framework (MFF 2014-2020) as a tool for reaction to unforeseen circumstances as a last resort instrument, as stated by Article 13(1) of the Regulation.

The proposed Decision was deemed necessary given that the remaining instruments - the Flexibility Instrument and the Global Margin for Commitments - are not sufficient to finance the proposed increase of commitment appropriations under Heading 3 of the Budget (Security and Citizenship) in the context of addressing the impact of the pandemic.

This proposal was adopted by the European Commission on 2 April 2020 as part of a package of measures on mobilising the full extent of the EU Budget. The Council of the European Union adopted this draft law on 14 April, followed by the European Parliament on 17 April.
