Summary:Directive (EU) 2023/1791 - formally adopted by the co-legislators on 13 September 2023 - revising the so-called Energy Efficiency Directive to adapt it to the latest objectives set out in the framework of the European Green Deal. It also amends Regulation (EU) 2023/955. This is a text with EEA relevance. Further information:This Directive establishes a common framework of measures to promote energy efficiency within the European Union (EU), contributing to the implementation of Regulation (EU) 2021/1119 and to the EU's security of energy supply. It lays down rules designed to implement energy efficiency as a priority across all sectors, remove barriers in the energy market and overcome market failures that impede efficiency in the supply, transmission, storage and use of energy. It also provides for the establishment of indicative national energy efficiency contributions for 2030. The requirements laid down in this Directive are minimum requirements and do not prevent any EU Member State from maintaining or introducing more stringent measures. Such measures shall comply with EU law. Where national legislation provides for more stringent measures, the Member State shall notify such legislation to the European Commission. This Act revises Directive 2012/37/EU, which comprised the same aims to achieve earlier energy efficiency targets. The revised EED incorporates the vision set out by the European Green Deal and is aligned with the 2030 Climate Target Plan. The draft law was adopted by the European Commission on 14 July 2021, as part of the so-called Fit for 55 legislative package. The Council of the European Union adopted its general approach on 27 June 2022. The relevant committee of the European Parliament adopted a preliminary negotiating position on 13 July, which was endorsed by the plenary on 14 September. An informal agreement between the co-legislators on a compromise text for this file was reached on 10 March 2023. This was formally endorsed by Parliament on 11 July and by the Council on 25 July. The Act was signed by the co-legislators on 13 September 2023 and published in the Official Journal on 20 September 2023. |
