Proposal for a Regulation amending Regulation (EU) No 1025/2012 as regards the decisions of European standardisation organisations concerning European standards and European standardisation deliverables

Regulation (EU) No 1025/2012 - also known as the Standardisation Regulation - provides a legal framework allowing the European Commission to request European Standardisation Organisations (ESOs) to draft standards and standardisation deliverables for goods and services in support of EU policies and EU law, for EU support to the functioning of the European Standardisation System (ESS) and set outs key criteria for the functioning of the ESS. The Regulation therefore gives a central role to three ESOs, namely CEN, CENELEC and ETSI. To date, these are the only entities allowed to develop European standards in support of EU legislation.

On 2 February 2022, the European Commission tabled a draft law amending this Regulation, aiming to ensure a balanced stakeholder representation within the ESOs. The amendment to Regulation (EU) No 1025/2012 thus addresses the issue of governance in the ESS. The proposed Regulation was published alongside a Communication setting out an updated Standardisation Strategy.

Member State representatives adopted a negotiating position on behalf of the Council of the European Union on 13 May.
