Regulation (EU) 2021/887 - formally adopted by the European Union (EU) on 20 May 2021 - setting up a European Cyber-security Industrial, Technology and Research Competence Centre and a Network of National Coordination Centres.

In view of further developing the cyber security landscape, the European Commission and the High Representative for Foreign and Security Policy presented in September 2017 a Joint Communication aimed at further reinforcing the European Union's resilience, deterrence and response to cyber-attacks. The Communication recognises as a strategic interest to retain and develop essential cyber-security technological capacities to secure its Digital Single Market (DSM).

In such context, this proposal aims to develop a made-for-purpose cooperation model by which the Competence Centre facilitates and helps coordinate the work of the Network and nurture the cyber-security competence community, driving the agenda and facilitating access to expertise. The Competence Centre is also to implement parts of the Digital Europe and Horizon Europe programmes by allocating grants and carrying out procurements. The proposal also requires Member States to contribute a commensurate amount to the actions of the Competence Centre and Network.

The initiative was adopted by the European Commission on 12 September 2018. The European Parliament's position was adopted in March 2019 and later confirmed by a new parliamentary configuration. The Council of the European Union (Coreper level) reached an agreement on its position on 3 June 2020. Bucharest (Romania) was announced on 9 December as the prospective seat of this Centre. An informal agreement between the co-legislators on a compromise text for the draft law was reached on 11 December. This was endorsed by the Council on 20 April 2021, followed by the Parliament on 19 May. The Act was signed by the co-legislators on 20 May 2021 and published in the Official Journal on 8 June 2021.
