Summary: Regulation (EU) 2021/692 - formally adopted by the co-legislators on 28 April 2021 - establishing the Citizens, Equality, Rights and Values Programme for the 2021-2027 period, as laid down in Regulation (EU, Euratom) 2020/2093. Further information: This Regulation lays down the objectives of the Programme, its budget, the forms of EU funding and the rules for providing such funding. It repeals Regulation (EU) No 1381/2013 and Council Regulation (EU) No 390/2014. The Programme aims to provide support to open, democratic, pluralist and inclusive societies. It also aims to empower people by protecting and promoting rights and values and by further developing an EU area of justice. Support is to be provided in the area of citizenship, which was previously covered by two different programmes. The proposed programme comprises three specific objectives:
The initiative was tabled by the European Commission on 30 May 2018, in the framework of proposals concerning the Multiannual Financial Framework (MFF) for the period 2021-2027. The Council of the European Union adopted its partial general approach on 19 December, followed by the plenary of the European Parliament on 13 February 2019. The positions did not cover financial provisions, subject to wider political negotiations. An informal agreement between the co-legislators on a compromise text for this draft law was reached on 5 March 2019. This was endorsed by the Council on 13 March and by the Parliament on 17 April. The Commission adopted revamped proposals on the MFF 2021-2027 in May 2020. The interinstitutional agreement on the financial provisions in November 2020, followed by endorsement in the following month led led to a more specific full agreement also on this draft law. This was endorsed by the Council on 19 April 2021. The Act was formally signed by the co-legislators on 28 April 2021 and published in the Official Journal on 5 May 2021. |
