Summary: Legislative initiative tabled by the European Commission on 6 June 2018, aimed at establishing the European Union's Space Programme for the period 2021-2027. Further information: This initiative builds on the vision set out in the 2016 Space Strategy for Europe. The programme brings together all the existing and new space activities developed by the EU. It aims to provide a coherent framework for future investments, offering increased visibility and more flexibility. The proposal includes provisions on the role of the intergovernmental European Space Agency (ESA) in implementing the Space Programme. The European Global Navigation Satellite System Agency (GNSS Agency) is to be renamed EU Agency for the Space Programme, which is established. The initiative also repeals Regulations (EU) No 912/2010, (EU) No 1285/2013, (EU) No 377/2014 and Decision 541/2014/EU. The initiative was tabled by the European Commission on 6 June 2018, in the framework of proposals concerning the Multiannual Financial Framework (MFF) for the period 2021-2027. The European Parliament's plenary adopted a negotiating position on 13 December. A partial informal agreement between the co-legislators was reached in February 2019 (excluding financial provisions, subject to wider political negotiations). The Commission later proposed further amendments to the draft law which were taken into account by an amended partial agreement adopted by the Council on 13 March 2019. This compromise text was endorsed by the Parliament on 17 April 2019. Negotiations on the financial provisions carried on more widely. The Commission adopted revamped proposals on the MFF 2021-2027 in May 2020. The informal agreement on the financial provisions in November 2020 and endorsement in the following month led to a more specific full agreement also on this draft law. This was endorsed by the Council on 19 April 2021, followed by the Parliament on 27 April. |
