Summary: Regulation (EU) 2022/612 - formally signed by the co-legislators on 6 April 2022 - recasting the so-called Roaming Regulation. This is a text with EEA relevance. Further information: Regulation (EU) No 531/2012 - also known as the Roaming Regulation - aimed at ending roaming charges while travelling within the European Union (EU). Due to it expiring in June 2022, the aim of this proposal is to extend it for another ten years, while adjusting the maximum wholesale charges to ensure sustainability of the provision of retail roaming services at domestic prices, introducing new measures to increase transparency and ensuring a genuine roam-like-at-home experience in terms of quality of service and access to emergency services while roaming. As the Roaming Regulation was amended several times, the purpose of the initiative is also to recast the Regulation to improve clarity and replace the multiple amending acts it contains. The European Commission published its first full review of the roaming market in November 2019. As part of its review, the Commission also ran a public consultation, from June to September 2020, to collect views on retail and wholesale roaming services and on the impact of prolonging these rules. The proposal for the recast Regulation was put forward by the Commission on 24 February 2021. Member State representatives adopted a general approach on behalf of the Council of the European Union on 16 June. The European Parliament's plenary session endorsed a negotiating position on 20 October. An informal agreement between the co-legislators on a compromise text for this file was reached on 9 December. This was formally endorsed by the Parliament plenary on 24 March 2022 and by the Council on 4 April. The Act was signed by the co-legislators on 6 April 2022 and published in the Official Journal on 13 April 2022. This Regulation entered into force on 1 July 2022. |
