Summary: Regulation (EU) 2021/1059 - formally adopted by the European Union on 24 June 2021 - setting out specific provisions concerning the European Territorial Cooperation goal (Interreg) supported by the European Regional Development Fund (ERDF) and external financing instruments for the period 2021-2027. This is also known as the Interreg Regulation. Further information: This Regulation lays down rules for the European Territorial Cooperation goal (Interreg) with a view to fostering cooperation between Member States and their regions inside the European Union (EU) and between Member States, their regions and third countries, partner countries, other territories or overseas countries and territories (OCTs), or regional integration and cooperation organisations. This Regulation also lays down the provisions necessary to ensure effective programming under Interreg supported by the European Regional Development Fund (ERDF). It also sets out additional specific objectives as well as the integration of external financing instruments - IPA III, NDICI, funding for OCTs - into Interreg programmes, the criteria for third countries, partner countries and OCTs and their regions to be eligible and certain specific implementation rules. This Regulation also sets out the Interreg-specific objectives as well as the organisation of Interreg, the eligibility criteria for Member States, third countries, partner countries and OCTs and their regions, the financial resources, and the criteria for their allocation. The draft law was tabled by the European Commission on 28 May 2021, as part of a set of proposals setting out the structure of regional development and cohesion policy in the framework of the proposed Multiannual Financial Framework (MFF) 2021-2027. The plenary of the European Parliament adopted its negotiating position on 26 March 2019. Representatives of Member States adopted a (partial) general approach on behalf of the Council of the European Union on 29 May. A political agreement between Member States on the financial ceilings of the wider MFF was reached in July 2020, followed by an interinstitutional agreement in November. An informal agreement between the co-legislators on a compromise text concerning this file was reached on 2 December. This was formally endorsed by the Council on 28 May 2021 and by the Parliament on 23 June. The Act was signed by the co-legislators on 24 June 2021 and published in the Official Journal on 30 June 2021. |
