Summary: Regulation (EU) 2021/522 - adopted by the co-legislators on 24 March 2021 - setting up a standalone programme in the field of health (the EU4Health Programme) for the period 2021-2027. It repeals Regulation (EU) No 282/2014. This is a text with EEA relevance. Further information: Despite the efforts to address the sanitary emergency caused by the COVID-19 (coronavirus) pandemic in an effective manner, the crisis also highlighted the need to boost the European Union's capability to respond to such major health threats. The European Commission therefore decided to propose the establishment of a self-standing programme - named EU4Health Programme - as a key instrument for delivering it. This Programme is aimed at supporting Member States in the transition to better preparedness and the reinforcement of their health systems and support them in achieving the health-related SDGs. It aims to fill in gaps revealed by the pandemic in terms of the development and manufacturing of medicinal products, the adequate supply of equipment in hospitals and sufficient medical human resources, the uptake of digital tools and services that enable continuity of care, and the need to maintain access to essential goods and services in times of crisis. The proposal was tabled by the European Commission on 28 May 2020 in the framework of the revised proposal for the Multiannual Financial Framework (MFF) 2021-2027. The plenary of the European Parliament adopted its negotiating position on 13 November. Following the overall deal on the financial provisions for the MFF, an informal agreement between the co-legislators on a compromise text was announced on 15 December 2020. It was formally endorsed by the Parliament on 9 March 2021. The Act was published in the Official Journal on 26 March 2021. |
