Regulation (EU) 2018/858 - adopted by the co-legislators of the European Union on 30 May 2018 - setting out EU-wide rules on technical requirements and procedures to ensure that new types of motor vehicles and their trailers conform to EU-approved requirements on safety and environmental protection. This is a text with EEA relevance.

This Regulation revises the legal framework for the type-approval of motor vehicles and their trailer by amending Directive 2007/46/EC (also known as the Framework Directive). It also amends Regulation (EC) No 715/2007 and Regulation (EC) No 595/2009. It aims to raise the quality level and independence of vehicle type approval and testing, increase checks of cars that are already on the EU market and strengthen the overall system with EU oversight.

The proposal for this Regulation was tabled by the European Commission on 27 January 2016 in the context of its Europe on the Move strategy and following an REFIT assessment in 2013. This evaluation confirmed that the existing legal framework was appropriate for achieving the main goals of harmonisation, effective operation of the internal market and fair competition. However, it also acknowledged that differences in interpretation and strictness in application of the requirements across Member States were reducing the effectiveness of the framework. Later, the legal framework came under criticism after the Dieselgate scandal involving the German manufacturer Volkswagen (VW).

The European Parliament adopted its negotiating position concerning the Commission's proposal in April 2017, followed by the Council of the European Union in May 2017. Following trilogue negotiations launched in September, an informal agreement between the co-legislators on a compromise text was reached in December 2017. The revised proposal was formally endorsed by the Parliament in April 2018 and by the Council in May 2018. The co-legislators signed the Act on 30 May 2018, which was published in the Official Journal on 14 June 2018. The revised rules entered into force on 1 September 2020.
