Summary: The European Commission proposed on 3 August 2016 a multi-annual plan for demersal fish stocks in the North Sea. The proposal aims to ensure stocks are fished at sustainable levels and also brings decision-making closer to the regional level. The multi-annual plan will replace the existing cod recovery plan as well as the plan for plaice and sole. The Council of the European Union adopted its general approach on 25 April 2017 and the negotiating mandate on 4 October. The European Parliament's plenary session endorsed most of the proposals for amendments voted in committee on 14 September. An informal agreement between the institutions was reached on 8 December, after four trilogue meetings. This was formally endorsed by the Parliament on 29 May 2018 and by the Council on 18 June. The Regulation was adopted on 4 July 2018. Further information: The adoption of multiannual fisheries management plans is a priority under the Common Fisheries Policy (CFP). The proposed regulation would concern only demersal species and their fisheries in the EU waters of the North Sea and some adjacent maritime areas. Of particular note is the definition of the ranges of FMSY (i.e. the lower and upper values between which all levels of fishing mortality would result in MSY in the long term), forming the basis for the annual setting of TACs, which would be based on the best available scientific advice, and thus regularly updated in accordance with the most recent scientific data. |
