The EU-Ukraine Association Agreement was signed in 2014 and entered fully into force in 2017. Russia's invasion of Ukraine in February 2022 greatly affected Ukraine's ability to trade with the rest of the world. The country asked the EU to facilitate as much as possible the conditions to enable the country to maintain its global trade position and further deepen its trade relations with the EU.

This Regulation introduces a number of preferential arrangements supplementing the provisions of the Association Agreement:

• Preferential customs duties on importation into the EU of certain industrial products from Ukraine subject to a seven-year phase-out is set to zero;
• Application of entry price system is suspended for those products to which it applies;
• All tariff-rate quotas are suspended, and covered products are admitted into the EU without any customs duties.

This Act also provides for a derogation of anti-dumping duties on imports originating in Ukraine made during its application. The application of Regulation (EU) 2015/478 is temporarily suspended with regard to imports originating in Ukraine.

The draft law was tabled by the European Commission on 27 April 2022. The European Parliament endorsed it on 19 May, followed by the Council of the European Union on 24 May. The Act was formally signed by the co-legislators on 30 May 2022 and published in the Official Journal on 3 June 2022.
