Regulation (EU) No 910/2014 introduced a first cross-border framework for trusted digital identities and trust services. The aim was to allow EU citizens access to public services across the European Union (EU) using means of electronic identification (eID) issued in their home country.  It sought to enhance trust in electronic transactions in the internal market by providing a common foundation for secure and seamless electronic interaction between citizens, businesses and public authorities.

This report outlines the results of an evaluation of the eIDAS Regulation. Its Article 49 required the Commission to review application and to assess whether it would be appropriate to modify the scope or its specific provisions taking into account the experience gained in its application, as well as technological, market and legal developments. Where appropriate, the report should be accompanied by legislative proposals.

The document was published on 3 June 2021 alongside a legislative initiative aimed at revising the eIDAS framework. The accompanying Staff Working Document (SWD) contains more detailed evidence and analysis supporting the findings in the report.
