Summary:

On 4 December 2018 the European Commission presented a communication reporting on the evaluation of the EU framework for national Roma integration strategies.

Further information:

The EU framework for national Roma integration strategies up to 2020 was the first EU initiative targeting Roma to include a follow-up mechanism. Its main objectives are to tackle socio-economic exclusion of and discrimination against Roma by promoting equal access to education, employment, health and housing.

An evaluation covering the 2011-2017 period was carried out in response to the December 2016 Council Conclusions on accelerating the process of Roma integration. This report sums up the findings of the open public consultation, the results of the evaluation, and the main lessons learnt from the evaluation. The accompanying staff working document contains the full evaluation.

Background:

The  EU framework invited Member States to design national Roma integration strategies and nominate national Roma contact points to coordinate the planning, implementation and monitoring of these strategies with a view to meeting EU Roma integration goals.

For each Roma integration goal, the EU framework listed a set of measures that Member States could take. In enlargement countries a fifth goal, access to civic documentation was added, and the EU aims to improve delivery of pre-accession assistance, strengthen involvement of civil society and enhance monitoring.
