Background The Rohingya were sometimes described as the world's most persecuted minority'. Due to ongoing violence and persecution, hundreds of thousands of Rohingya had fled to neighbouring countries either by land or boat over the course of many decades. Myanmar's military imposed a crackdown on the country's Rohingya population after police posts and an army base were attacked in late August 2017.The EU High Representative/Vice-President Federica Mogherini followed with concern in late August and September 2017 the developments in Rakhine State, Myanmar and the border region in Bangladesh concerning the Rohingya muslim minority. The International Crisis Group also suggested in a statement on the 8 September 2017 that the violence since 25 August 2017 that had driven 270,000 Rohingya civilians over Myanmar’s border into Bangladesh was not just causing a humanitarian catastrophe. It was also driving up the risks that the country’s five-year-old transition from military rule would stumble, that radicalisation would deepen on all sides, and that regional stability would be weakened.
