This report has been prepared for DG XVI/E by Ecotec Research and Consulting Ltd (Ecotec) in accordance with the terms of reference and the inception report. The direction of the study has also been influenced by a series of informal meetings with Commission officials from DG XVI and DG XI, two steering group meetings, two file notes and two discussion papers prepared by the Cohesion Fund Unit.
