The EU International Relations and Diplomacy Studies department of the College of Europe publishes a series of working papers dedicated to the interdisciplinary study of the European Union’s external relations and external aspects of EU internal policies. The EU Diplomacy Papers offer a platform for debate to visiting professors, staff and students as well as external contributors.In September 2010 the European Air Transport Command (EATC) was inaugurated in Eindhoven, the Netherlands. Its establishment was seen as a significant step on the way to pooling and sharing national military assets and marked a significant example of bottom-up European defence cooperation. The Netherlands, Belgium, France and Germany put major parts of their air transport and air to air refuelling fleets under the operational control (OPCON) of the EATC. In 22 November 2012 Luxembourg joined the EATC, Spain followed in July 2014, and Italy in December 2014. In this paper the author asks whether this model of small, sectoral integration can be used to successfully promote military cooperation among European countries. |
