The Commission estimates another 1.7 million workers will be needed in the high-tech sector by 2003. "New pan-European labour markets are driven by technological change and globalisation, but they face many barriers," said employment chief Anna Diamantopoulou, pointing out that EU workers are far less mobile than their counterparts in the US.
