Video conference of the Eurogroup, 30 November 2020

Summary:

The Eurogroup held a meeting via videoconference on 30 November 2020. It met in its regular format as well as in its inclusive format. The agenda included the following items:

• Decision to proceed with reform of the European Stability Mechanism (ESM);
• Briefing by the Chair of the EDIS High-Level Working Group on the further strengthening of the Banking Union;
• Preparation of the forthcoming Euro Summit;
• Discussion on the eighth surveillance report on Greece, which led to the release of the fourth tranche of policy-contingent debt measures;
• Presentation by the ECB and the European Commission on the main findings of the following post-programme surveillance reports:
  • Cyprus (ninth surveillance report)
  • Portugal (12th surveillance report)
  • Ireland (13th surveillance report)
  • Spain (14th surveillance report)
• Presentation by the IMF Managing Director on the outcome of the IMF Article IV mission to the Eurozone;
• Presentation by the European Commission on its Opinions concerning the Draft Budgetary Plans (DBPs) for 2021 and its Communication comprising an overall assessment.
