Russia's decision to invade Ukraine in February 2022 was met with shock and condemnation by most international stakeholders. Indiscriminate attacks on civilians led to massive loss of life, and millions were forced to leave Ukraine and seek shelter in neighbouring countries to the West, all of which are members of the European Union (EU).

EU action to respond to this flow of refugees was epitomised by the first-ever activation of the Temporary Protection Directive, providing quick assistance and a clear legal status. Beyond the immediate support provided in terms of assistance at the border, reception and civil protection, this Communication provides an overview of further steps taken to support EU Member States ensure beneficiaries can effectively access their right to education, healthcare, accommodation and jobs.
