Abstract:

The Constitutional Treaty's attempt to turn the peoples of Europe into a much more coherent citizenry, bound together by a common identity, was not successful. Moreover, its failure greatly damaged the federalist cause. Member States retain significant power to constrain supranational agendas in the postā€Lisbon Treaty European Union.
