The European Commission concluded, on 8 March 2011, that reducing the bloc’s carbon emissions by 25% by 2020 would be more cost effective over the long term, but it stopped short of raising its target of 20% cuts over this decade.

The finding came in a long-awaited report from the Commission, known as the roadmap for moving to a low-carbon economy in 2050 that lays out the policy steps for the European Union to achieve its goals in fighting global warming.
